Three layers, one honest loop.

Most "future skills" frameworks are a list. The Fluency Framework is a system, built on one idea. Every question a growing person asks is really about a capability. A capability is something you can actually do. Three layers sit over that idea.

Layer 1 is the gate. The Fluencies are the map. Your degree is your position.

You are not certified in a Fluency. You are more or less fluent in it. Exactly like a language.

Layer 3 · Degree of fluencyWhere do you stand?

For each Fluency, a person is somewhere on a path. It runs from foundational (you have it) to functional (your role uses it now) to future (it is coming for you). The same skill is "future" for one person and "foundational" for another.

Personal by design. A relation between a Fluency and a person, never a folder.

Layer 2, the ten Fluencies, is Zavmo's own analysis. It comes from a first-party reading of the UK role corpus, and it is validated against live market signal. It is framed as "the market appears to be converging on…", never "the market needs."

Degree of fluency is not a folder a skill lives in. It is a property of the relationship between a Fluency and a person. Take AI Fluency and the skill of prompt engineering inside it:

Same Fluency, three degrees, one moment. There is no "future skills" folder. "Is this a future skill?" has no answer until you name whose future. You grow along a Fluency, from future → functional → foundational, the way you grow more fluent in a language.
